I’m currently on FMLA and have exhausted all my leave. I applied and wad approved for the VLTP. My question is do I need to know/find someone else to donate their leave to me? I was just given the form along with the FMLA form and nothing else so I misunderstood that it was essentially a “bank” that recipients could apply for when they exhaust their leave? After 3 LES of LWOP I found out I was supposed to be notified 10 days after submission on whether I was approved but since it was over a month I figured I was denied. But I asked my supervisor for the copy of the form so he returned it saying it was approved but nothing else. I understand the issue is my problem and I’ve dealt with my income stopping but I’d be lying if I said I didn’t want to use any options available to me. Not being able to work is bad enough but a one income household unexpectedly stopping is something I wouldn’t wish on my worst enemy. However if I had known I needed to know/find another employee to donate leave I wouldn’t have even bothered. Idk that’s something I’m not comfortable with doing. Any help would be appreciated.

The way it was explained to me as well as my own experience is that VLTP is usually solicited at the end of the calendar year (when the use/lose time arrives). There is am option for people to direct their leave but the name of the person is masked and the condition is very general; something like:

X - recovering from surgery
Y - recovering from surgery
Z - pregnancy
1 - cancer treatments
.....

People solicited are also allowed to donate to a general pool which is then divvied up. I'd imagine that given how late the year is the pool would have been exhausted.

You should be working directly with your HR/Employee Relations office on this, not with your supervisor.

Don't really know how DOD works, but for our agency, we would complete OPM Form 630 and submit that directly to our Employee & Labor Relations Specialist. I would recommend you submit the form via email with a return receipt requested, and then follow up the next day to confirm they have received it.

Also, you do not approach people directly. Well, I mean you can, but that's not how it's supposed to work. If you are approved, you are placed on a list of Federal Employees who are approved leave donation recipients. Your HR/Employee Relations office should send out a notice within your agency notifying employees that you have been approved give instructions on how to donate leave.

Thanks. My supervisor gave me the OPM form and I sent it back and about a month or so later I inquired about it and was given the approved form back. However I’ve been on LWOP for at least 3 pay periods so I guess it is all used up? I have to go through my supervisor for everything because I can no longer access my email or Log in on my laptop because I have been gone for more than one month. I just was not sure how it worked entirely. I have always heard from others how beneficial it was when they needed it so when I was approved I was hoping it would
of covered a little after i exhausted my leave.
